Nationwide Expansion of Service
Mitsubishi Electric, High Accuracy GPS Positioning Augmentation Service 'PAS' Becomes a Nationwide Service

Mitsubishi Electric Corporation (President & CEO Tamotsu Nomakuchi) launched the FKP method *1 high-accuracy GPS*2 positioning service, 'PAS'*3 to exclusive parts of the country on September 1, 2003; and as of late May this year, this service will expand to a nationwide scale (excluding some islands and peninsulas) with official services commenting in June. Our efforts in expanding the positional information service will go on.

*1. Flaechen Korrektur Parameter (flat correction parameter) method. The FKP method is operated as the standard infrastructure in European countries such as Germany and the Netherlands. It is also scheduled to be adopted in the Geographical Survey Institute's Public Survey Manual.

Background of Nationwide Expansion
In tandem with the progress of technical innovation in the field of information technology, the permeation of new technologies such as GPS survey in the field of surveys has made leaps and bounds toward new possibilities.
In response to the permeation of this new technology, revisions in survey methods and real estate registration methods have also been applied. Furthermore, the provision of nationwide electronic reference station data has been released to the public by the Geographical Survey Institute. In this way, the demand for high-accuracy positioning information has risen to new heights and in accordance with this increase, activities related to high-accuracy GPS positioning have been invigorated as never before.
At Mitsubishi Electric, we will go beyond the Kanto region and a part of the Kinki region in order to expand the high-accuracy GPS positioning service, 'PAS' on a nationwide scale and initiate full-scale efforts in the position information business.
A high-accuracy position information service that covers the entire country is a vital social infrastructure which also supports LBS*4 and creates new opportunities for a wide variety of new solutions.
*4: Location Based Services
Characteristic of the Mitsubishi Electric PAS
  1. Accuracy within 1-2cm
    The FKP method utilized in PAS possesses the ability to directly capture the absolute coordinate of global geographic coordinate systems within an accuracy of 1-2 cm. The coordinate value complies with the Geocentric Coordinates 2000.

  2. High Stability and Reliability
    In order to deliver stable and reliable observation and superior efficiency, PAS analyzes causes of the error such as delay and tropospheric delay based on the multitude of survey information pertaining to electronic reference stations.

  3. Low communication cost and wide service area made possible through packet communication methods
    Distribution of correction data adopts packet communication used in mobile phones and PHS, thus, communication costs are held at a moderate price. In addition to this, PAS is also compatible with satellite mobile phones and specific low power radios. Furthermore, the one-way communication will enable distribution through airwaves in the future.
Future Expansion
With the launch of the Quasi Zenith Satellite scheduled in 2009, signals that cannot be received with the GPS satellite today in areas such as alleys surrounded by tall buildings will be made possible, and in accordance with the significant expansion of the observable area, the optimization of accuracy as well as stability of mobile terminals will make dramatic changes for the better. Furthermore, the use of communication and broadcast functions of the Quasi Zenith Satellite, provision of multiple services of an even more advanced functions and lower prices will be made possible.
Applicable Fields of Service
<Survey>
PAS will enhance survey efficiency whilst also increasing the accuracy of observations. Furthermore, PAS will act as a solution in a wide range of areas from acquisition/ update of common use data, survey in the civil engineering / construction field, monitoring deformation of large-scale structures, cadastral surveillance, monitoring disaster prevention such as landslides, and a GIS*6 coordination system for environmental surveillance.
Mitsubishi Electric holds an agency contract with Aisan Technology Co., Ltd., a company renowned for their strength in developing high quality survey CAD software. Through this coalition, we have created a sales structure for PAS that approaches issues from the view of our customers in the house and land property investigation industry as well as the land surveyor industry in which accurate positioning is critical.
*6: Geographic Information System
<Public Service>
By combining social infrastructure such as roads and railroads, electricity, gas, water, and even police, fire departments, and ambulances together with highly accurate map and positioning information, efficient vehicle management, facility management and prompt emergency response will be made possible. <Mobile>

The use of high accuracy positioning information will contribute to the significant improvement of accuracy and efficiency in positioning management of business vehicles such as taxis and service cars.

In this way, the positioning information business provided by the 'PAS' high accuracy GPS reaches out to a wide range of business fields. We will continue our activities to cooperate proactively with those companies who work as specialists of their industry and strive further in expanding our scope of the high accuracy positioning information service.

Usage Fee
The usage fee for the survey area is as follows. For other areas, our plan is to work with the customer in deciding the fees during every negotiation.

Structure and Concept of the PAS Service <Reference>
Data from the GPS satellite is received with the GPS antenna and receiver. By receiving the correction data distributed by the Mitsubishi PAS data center and using that data with the data received from the receiver, users are able to acquire high accuracy positioning information with accuracy within 1-2cm. With this, accurate map information can be retrieved and enhancement of survey efficiency is realized.
